So what is a Credit Bureau anyway?

Credit Bureaus collect and stores credit data, supplied by Credit Providers, which is used to record how you manage credit and is presented as your Credit Score. And then again used by credit providers who use it to approve or decline your application

Why are there 23 Bureaus?

Basically its just a compliance thing, meaning there are a bunch of businesses which are only registered as Credit Bureaus because of the information they manage, not their function in the market. So, you pretty much don't have to worry about 19 of the registered Credit Bureaus. The ones that count are: TransUnion, Experian, Vericred and XDS.
